From what other people are saying, it does look to be an NTT node that's the issue, and that is the ISP and datacenter that FFXIV uses, but it's not specifically the FFXIV servers. It looks to be a couple of steps removed from them, I think, especially since it can be routed around depending on your ISP/VPN.
